धर्मशास्त्रार्थकुशलाः कुलीनाः सत्यवादिनः
समाः शत्रौ च मित्रे च नृपतेः स्युः सभासदः

dharmaśāstrārthakuśalāḥ kulīnāḥ satyavādinaḥ samāḥ śatrau ca mitre ca nṛpateḥ syuḥ sabhāsadaḥ

Those well-versed in the meaning of Dharma Śāstra, of noble conduct, truthful speakers, impartial towards enemies and allies alike—these alone shall be the advisors in the court of the sovereign.

सह सद्भिर् अतो राजा व्यवहारान् विशोधयेत्॥

tatpratiṣṭhaḥ smṛto dharmo dharmamūlaś ca pārthivaḥ | saha sadbhir ato rājā vyavahārān viśodhayet ||

यत्र धर्मो ह्यधर्मेण सत्यं यत्रानृतेन च । हन्यते प्रेक्षमाणानां हतास्तत्र सभासदः ॥

yatra dharmo hy adharmeṇa satyaṃ yatrānṛtena ca | hanyate prekṣamāṇānāṃ hatās tatra sabhāsadaḥ ||

Where Dharma is destroyed by Adharma, where truth is overpowered by falsehood, and those who observe and act with awareness are harmed—there, the members of the assembly are deemed legally and spiritually annihilated.

विद्धो धर्मो ह्यधर्मेण सभां यत्रोपतिष्ठते ।
न चेद्विशल्यः क्रियते विद्धास्तत्र सभासदः ॥

viddho dharmo hy adharmeṇa sabhāṃ yatropaniṣṭhate | na ced viśalyaḥ kriyate viddhās tatra sabhāsadaḥ ||

When Dharma is pierced by Adharma in the council of judgment, and the wound is not cleansed, those seated in assembly become pierced thereby.

सभां वा न प्रवेष्टव्यां वक्तव्यं वा समञ्जसम्
अब्रुवन् विब्रुवन् वापि नरो भवति किल्बिषी

sabhāṁ vā na praveṣṭavyāṁ vaktavyaṁ vā samañjasam
abruvan vibruvan vāpi naro bhavati kilbiṣī

One who does not enter the assembly when summoned, or does not speak appropriately in it, or remains silent when required to speak, or speaks falsely—such a person becomes impure.

ये तु सभ्याः सभां गत्वा तूष्णीं ध्यायन्त आसते । यथाप्राप्तं न ब्रुवते सर्वे ते ऽनृतवादिनः ॥

ye tu sabhyāḥ sabhāṃ gatvā tūṣṇīṃ dhyāyanta āsate | yathāprāptaṃ na bruvate sarve te 'nṛtavādinaḥ ||

Those who, having entered the assembly, sit silently in meditation yet speak not according to what has been received—these are all speakers of untruth.
